The future of energy: institutions, regulation and enabling factors
ABSTRACT:
The European policy (“Clean energy for all Europeans Package”, 2019), among different strategies to be pursued to foster Energy Transition, highlights the need for the re-design of electricity markets. Future markets shall have as main characteristic a more inclusive approach towards medium and small agents (renewable energy sources (RES) producers, prosumers, consumers and communities), and this target requires specific investments, new market rules and a proper definition of roles of incumbents and new agents entering the market. Despite the great attention to the topic and considerable resources spent to promote the process (e.g. specific calls under EU funding programs, dedicated EU funds and country-specific programs), still there is a substantial gap between theoretical intentions and practical realizations. One of the most relevant factor that contributes to keep this gap open is the difficulty in merging all relevant aspects (technical and economic) into a clear design for new markets, together with an enabling regulation and investment program.
The project will tackle this issue with an interdisciplinary approach (economics, law, industrial engineering) that is needed to successfully handle the new scenarios characterized by a high degree of innovation, flexibility and interactions among many new and existing agents. The targets of the project are to 1) identify regulatory obstacles that curb the transition to more participated energy markets and indicate possible redesigns; 2) indicate how to evaluate new initiatives and their impacts at local, network based, level (cost-benefit analysis); 3) identify investments needed to implement new markets, understanding who shall do them, under which conditions and under which kind of partnerships (public-public; public - private partnership).
